Cement Europe

Who We Are

Cement Europe is the voice of the cement industry in Europe.

Based in Brussels, we represent national cement associations and companies across the European Union (except Malta), as well as Norway, Switzerland and the United Kingdom. Serbia is an Associate Member, and we cooperate closely with partners in Cyprus and Ukraine.

Our role is simple yet strategic: we speak for Europe’s cement industry in front of EU institutions and public authorities, and we work in constant dialogue with international organisations such as the OECD, IEA, the Global Cement and Concrete Association (GCCA), and sister associations worldwide.

What We Do

We bring together expertise from across our membership through dedicated working groups and task forces. Together, we: 

Shape European policy by providing data, expertise and solutions.
Promote innovation and sustainability across the value chain, from production to use.
Support competitiveness by ensuring Europe remains a strong, local and reliable cement producer.
Foster partnerships with industry, policymakers, civil society and research to advance decarbonisation, safety and skills.

Why It Matters

Cement is more than a material — it’s a foundation for society. It builds the homes we live in, the hospitals where we are cared for, the schools where we learn, and the infrastructure that keeps us connected. With over 200 cement plants across Europe, our industry is deeply local, creating skilled jobs, strengthening communities, and securing Europe’s strategic autonomy.

Cement Europe’s mission is to ensure that this essential sector continues to thrive — delivering on Europe’s climate ambition, supporting economic resilience, and shaping change for generations to come.
